Abstract :
The University of Kinshasa, like many African higher education institutions, faces a structural information deficit that hinders its academic development. This deficit is manifested by limited access to updated scientific resources, isolation from international research networks, and a lack of a systematic knowledge-sharing culture, which affects the quality of research, teaching, and institutional visibility. To transform this constraint into a lever for progress, this article proposes the construction of a culture of collective strategic monitoring. By transitioning from a logic of scarcity to a dynamic of mutualized collective intelligence, the university could optimize its existing resources, strengthen its endogenous capacities, and assert itself as an active player in the global knowledge economy, by developing an adaptable and reproducible model for the African academic environment.
